Please keep the fan in its current position. The design with those small metal clips appears intentional.

The fans can be removed, but I’m not sure I can lift them higher.

I understand. You don’t need to worry excessively. If the issue is merely the plastic casing of the fan making contact and causing discomfort, a bit of sandpaper might help resolve it.
