CPU Disregarding Multiplier Boost
Hey everyone!
I recently realized something strange and have tried absolutely everything. I own an i7 4790k with an ASUS Z97-k motherboard, running Windows 10 64-bit. I managed to overclock my CPU successfully. Now I’m facing issues—programs are ignoring the maximum multiplier settings and only run at 4GHz stock. Even without overclocking, the CPU doesn’t boost to 4.4GHz. As shown in the photo below, software detects changes I make to the multiplier (CPU-z shows 8-45), but the CPU refuses to exceed 4GHz.
What I’ve done so far includes checking Windows power settings, disabling background apps, using safe mode, updating BIOS, resetting CMOS, turning off power-saving features, and even a fresh Windows install. I also tried a fix for the known W10 and G2358 chip issue where hidden files are being deleted.
System details: i7 4790k, liquid cooled, 16GB RAM, NVIDIA Titan X GPU.

Are you attempting to push your system beyond its limits in Windows? I wouldn't suggest it.
It seems your BIOS might have incorrect settings.
- Multiplier at 40
- Turbo Boost disabled
- Other unknown factors could be involved
Could the overheating be causing performance issues? What are your temperatures?
