I'm searching for a budget-friendly cooler under $40 for an R5 1600. So far I've only found the Cryo H7 and M9A models. The H7 doesn't fit my color preferences, but would the M9A be a better alternative? No other options seem available.

Perhaps it's better to save up a little rather than spend too much on one. I'd prefer to keep my stock cooler and only consider buying one later if necessary.

Maybe a bit, honestly not enough to justify getting one. I'd just rock the stock cooler and if I needed more of a later upgrade, get one then. I was thinking of doing that, in fact, that was what I was originally going to do, but I read that the 1600 gets really hot when overclocking with the stock cooler, so I started looking into an aftermarket cooler.

It should be achievable with 3.7 if you have strong airflow. 3.6 otherwise.

M9a is almost as good as a stock cooler, really not worth the cost.
