Could a Stock CPU cooler in a Dell Dimension E520 support overclocking your CPU? If so, what would its upper limit be for a Pentium D 915 at 2.80 GHz?

NO stock cooler is ever meant for overclocking anything. If you intend to boost any processor, you must use a compatible motherboard with strong power delivery and a reliable aftermarket cooler. Standard OEM boards and regular coolers aren't approved for this purpose. Absolutely not. Unless longevity isn't a priority, then the rules change.
