I've been dealing with this problem for about a month and a half. My Intel i7-9750h shows an idle clock speed around 4GHz, but it drops when I start any game. Monitoring with Task Manager and CPU-Z doesn't match the actual usage. I've tried different power settings, reset the laptop, and turned off Superfetch. The issue seems inconsistent—some games run smoothly while others lag. I've attached a screenshot of my setup. It's unusual for me to have stable performance during gaming before now.
