Hello, I'm checking if it's safe to lower my GPU's clock speed to ease the bottleneck. I've upgraded my CPU to Q9550 and GPU to GigaByte GT 1030 LP. I know power savings from this change are minimal since the GPU draws only 25-30W.

The GT1030 offers more power than the GTX750Ti, so you won't face a bottleneck. However, a GTX 1050Ti could begin to cause issues.

There will be no reduction in any bottleneck. The difference between CPU and GPU will remain. You'll only be hiding it by artificially restricting the GPU.
