Checking the exact overclocking requirements for your setup to avoid bottlenecks with an RX 580 8GB is necessary.

enough to make it function like a Ryzen
keep in mind the bottleneck is the slow speed of one component compared to another, meaning some potential is lost
the processor is outdated and lacks power, overclocking might help slightly but not much
first use it properly, then check if the frame rate meets your needs by observing GPU and CPU usage
if the CPU is at full capacity while the GPU is only halfway, push its limits and hope your motherboard and PSU can support it
ultimately, the best approach is to accept the current CPU and GPU performance or upgrade the whole system—like a new motherboard, CPU, and RAM, preferably a newer model such as a Ryzen

the processor is outdated and underpowered, overclocking might help slightly but not much
first use it properly, then check if the frame rate meets your expectations
if CPU usage is near 100% while GPU is only 50%, try pushing the CPU as much as possible and hope the motherboard and power supply can handle it

Bottlenecking is unavoidable. It shouldn't be an issue if you examine each component separately. Any CPU can cause a bottleneck and a GPU if the setup is suitable. For example, even with an i7 7700k paired with an RX 550, it's possible. You likely picked the RX 580 for a smooth 1080p 60fps in AAA titles. Just need to boost your CPU performance until it hits 60FPS or better within those games.
