Additionally, your CPU core clock remains at 3193 MHz even when turbo is enabled, whereas it should reach up to 3600 MHz when all cores are active.

chips labeled as chips S are designed for low power use. reduced frequency is likely expected. they offer a lower turbo boost threshold where after a certain time, clock speed will decrease. GTA5 mainly uses CPU and RAM, so single-channel RAM can also hinder performance. upgrading to another DDR3 stick might help, though it’s constrained by the limited TDP of the 4/4 Haswell i5 design.
