I didn't think of it but yes, only having 8gb of ram when trying to play on Ultra/Max settings could be part of the issue.

Your i5 could be overwhelmed with a 1080ti.
I don't think you're ever going to hit 100% GPU usage on a 1080 monitor. That GPU is overkill for that low of a resolution.

Judging by the user reviews on Metacritic, a lot of people have complained about performance issues in Dishonored 2, so it may be another case of poor optimization.
