Hi, welcome to the forum and gaming world. I'm just starting out and wanted to ask a simple question. When playing games like CS2, PUGB or similar, my FPS isn't great. In Task Manager, CPU, GPU, and RAM usage are only around 40%. Is this normal? Am I missing something? My setup is: CPU R5 3600x, GPU RTX 2060S, RAM HyperX Fury 16GB 3200mhz, PSU Corsair RM750e Fully Modular.

Do you notice improved frames when reducing graphics quality? Or does it remain largely unchanged?
Various factors can influence this.
Are you using Windows 10 or 11?
It's conceivable that power management settings restrict performance. Or perhaps the CPU and GPU simply can't deliver more speed regardless.
Tried it in Cyberpunk, COD MW 3, The Witcher 3.
Result is mostly 1920x1080, except fps titles which are around 1280x960.
The motherboard is Aorus B450m and the BIOS is the latest available.
For DDU, I installed Windows 11 directly and updated the drivers for my GPU, but I’m sure it will work.
FPS remains consistent across Ultra/High or Low settings, with a noticeable difference of 10-15 fps. It's running on Windows 11, but I'm having trouble getting more performance from the GPU or CPU. I've applied the Ultimate Performance power plan, optimized BIOS and Windows settings myself, and still nothing has changed.
