The task manager is initializing, which causes the measurements to be unreliable. You could simply rely on it as standard storage unless you wish to store your HDD in cache. Using it as regular storage lets you decide which files are kept there.

I think the surge you're observing is likely just from launching the program, not a steady CPU strain. To confirm, check temperatures and power use before and after opening Task Manager. You might also try using another monitoring tool to see if execution pauses when Task Manager appears.
