I attempted to access BIOS to adjust the boot sequence on my machine. Pressing delete or f2 repeatedly on the startup screen would display a black screen, and moving the mouse would show a green cursor that could move but offered no interaction. I was unable to exit using the escape key, so it remained active for 30 minutes without any modifications. The only solution was pressing the power button, which shut it down instantly. When trying BIOS access via settings in Windows 10, the UEFI option was not visible. I followed instructions to remove the CMOS battery for five minutes and hold the power button for thirty seconds while unplugged everything, which reset the BIOS but left it blank afterward.
I also tested re-seating the GPU, using a single RAM stick, and tried all four RAM modules individually. Without the GPU, I connected to the motherboard via HDMI with all four RAM sticks and only one stick. It would freeze on 3B ("PCH memory initializing started"). I attempted updating the BIOS to version 1903 using the ROG connect button at the back, noting that 1309 was the most stable version, but it still didn’t work. I have assembled five other computers, so I’m comfortable handling components, but I’m still learning. Any recommendations for next steps?

I have a Maximus V Gene motherboard.

I plan to reflash the BIOS to version 1903 and then clear the CMOS. To do that, disconnect from the power source and display, remove the CMOS from the board, press and hold the power button for 30 seconds to discharge any remaining power, and replace the battery after about half an hour.
Thank you for the advice, I went to 1903 and then reset the CMOS by cutting off wall power, disconnecting the monitors keyboard and mouse, taking out the GPU to reach the CMOS battery and removing it for around 32 minutes. I kept holding the power button for 30 seconds during that period, and after that I also held down the start button on the board for 30 seconds. After returning, I put the battery back in, reinserted the GPU, and connected just the power cable. The motherboard still only reached 3b, it has been running for about 5 minutes and remains at that level. Any further suggestions? Could this be a motherboard issue now?
Also, I was wrong about the PSU being Corsair TX650M(2013).
