I'm checking out this PC as my first build, but I'm curious—was it overclockable? If not, what steps would I need to take to enable it? Any guidance would be really helpful. Thanks a lot!

You can still achieve higher performance with that setup. Depending on the level of boost you aim for, this cooler isn't the best choice for a water cooler. A more suitable option within your budget would be one that offers better value without breaking the bank.
