Pentium D isn't really suited for an office setup. I'm not sure how it would fit in your area's market. Even moving to a 2-core CPU could bring it down to around $2-$3 locally. Unless you swap the CPU and motherboard, you might be able to sell it for under $50. I'm checking what's available nearby.

Avoid paying extra for improvements. It’s not necessary, and switching to Windows 10 won’t make it fast enough for current applications.
