RX 570 8GB with MSI Afterburner was running smoothly at 1310 mhz while mining or playing games. Recently, the GPU stopped overclocking completely. Using AMD software drivers to try overclocking always brought the frequency down to 300 mhz. MSI afterburner and ASUS overclocking tools had no impact on the clock speed. Selecting "overclock gpu" in AMD presets instantly reduced the frequency to 300 mhz. When running Furmark, the frequency reached around 1150 mhz at 70 degrees Celsius. After reinstalling drivers and MSI afterburner.

Have you experimented with the Radeon SW graphics card that includes drivers from AMD?
