With the 1700 boosting up to 3.7GHz and capable of reaching that across all cores without needing voltage adjustments, "over 3.6GHz" should be fine, even on the default cooler. Most Ryzen models have limited margin, but you might hit 3.8-3.9GHz, possibly up to 4GHz with some effort.
there are other affordable options available for an aio if the h100i v2 and h115i are unavailable.

the L. Fractal style Celcius s24 and Evga clc 240/280 models are great, but Deepcool's aircoolers are impressive, while liquid coolers aren't as strong. I don't like Enermax AIOs either.
