Yes, Cortana supports voice commands to launch programs. You can open games or other apps using your voice. It’s a handy feature, but you might not rely on it much beyond the initial setup. Just like with Google Now—once you’ve tried it, you’ll wonder why you didn’t use it sooner!

On my Surface running Win10TP, Cortana sometimes managed to launch apps, though it wasn't consistent.

I didn’t try the preview on the desktop version, and I don’t own a Windows phone or tablet, so this seems like an assumption. I thought tools that come with Windows—like the calculator, paint app, and other programs—might perform better than simply starting GTA 5.
