CL20 isn't problematic, though I prefer CL16 for personal reasons. You can easily switch from a 3200 to a 3600 without major issues, particularly with a solid and dependable drive such as Corsair Vengeance.

It depends on whether you can reduce the timing on those cl20 sticks, but that would mean purchasing them just to test it. Not a favorable choice. The variation between 20-20-20-40 and 16-20-20-40 isn't really significant.
