Over the last year I've struggled with this stuttering issue, and despite my efforts nothing seems to resolve it. I've attached three videos of different games to illustrate the problem. I've repeatedly updated my graphics drivers, reinstalled Windows several times, and even tried overclocking and undervolting. Still, I maintain 100+ fps in all games, but smoothness is missing—regardless of settings or the game I'm playing. For instance, in Elden Ring I hit 60 fps, yet stuttering occurs at lower frame rates. All my new PC components are functioning properly, and I've replaced them multiple times without success. My goal is simply to enjoy a seamless gaming experience, not just high FPS numbers. If anyone can assist, that would be incredibly helpful. To fix the CPU bottleneck, raise the settings or resolution to ease the processor's workload. This might reduce stuttering.
Activate dx12 mode and adjust certain parameters as Tomberry recommended. Consider using lumen, but avoid it if it becomes too demanding.

I've already tried it and I keep experiencing stutters. I can use maximum settings, but at 4K resolution I still face stuttering issues.
If you see a "stutter" from 60 to 59 fps, it might be your monitor (possibly damaged or misconfigured) or just your mind. Also, games are meant to run at 59.94, not 60—that’s why your FPS counter displays both 59 and 60. Generally, this isn’t a problem unless you notice it; otherwise, it could be a placebo effect since under normal conditions there shouldn’t be a noticeable jump between 59 and 60 fps.
I was pointing out that what you saw isn’t actually what I expected. Your videos seem to convey a different message. (I watched the Fortnite one) Have you tried ISLC? Otherwise, from the video it might look like a CPU bottleneck as some have mentioned (or due to poor optimization). When I play at an unlocked frame rate—which I rarely do—it usually doesn’t appear this bad... try ISLC.
