I observed that my 7950x3d reached 5.7ghz even when cache was turned off, but in Task Manager it usually shows 4.9-5.3ghz, sometimes dropping to 4.6 but staying within the listed range. In games, my 3D V-Cache cores stay around 4.8-4.9 while others are paused due to game mode settings. I have PBO enabled and no OC, so these numbers seem accurate.
Boost performance only when required, not on desktop for light tasks. Your voltage is low at 0.5V and clock speeds on x33 or x36 seem irregular. Are you using the standard BIOS settings? Did you install the AMD chipset drivers, especially the 3D support? Use HWInfo64 to run benchmarks or games and verify maximum clocks.

Core temp is showing inaccurate readings, likely due to the desktop being idle with no active games or applications.
When playing cyberpunk my 3D cores hit 4.9GHz and video stayed near 1.069V, in desktop it usually stays around 1.100V, which suggests it’s using all cores compared to games that limit to 3D cores. That’s why the video drops, but it never goes as low as 0.5V like core temp reports.
