Your CPU should handle most games well, it doesn't usually struggle even at maximum settings. Other titles also perform nicely.

Sergeant_Sneaky says your CPU is strong enough and it seems Witcher doesn't struggle much when maxed. Other games like MGS5: The Phantom Pain and Fallout 4 run smoothly with high frame rates. Witcher 3 might not be as well optimized for PC, but we're a bit greedy gamers—45 fps is still not enough. 😉
