This depends a lot on temperature and how the CPU is configured. With all cores active and just XMP applied, performance stays around 3.8 to 3.9. When PBO is enabled, it aims for 4.0 to 4.1. Cooling plays a big role too—my chip is submerged with many fans, which slows heat transfer.
