The issue began after a sudden battery throttling, dropping from 2.38 to 0.39 GHz consistently. The machine works fine on power but fails on battery. No changes to the OS or installation helped, and it also occurs with a Linux Mint bootable USB. Adjusting the speed step in BIOS didn’t resolve the problem.
Check the BIOS settings to see details about the battery’s condition and usage history. Confirm whether it’s the original unit and how long it’s been in service.

Ah, yes. I meant to add that but forgot. The battery has been replaced 1.5 years ago, the issue started a few months ago. Bios states it's a-ok (health 'excellent', 98% state of charge, adapter 90w. It's not a super cheap battery but not an original one either (Green Cell). Our last resort is replacing the battery but we don't want to have to buy one and send it back if it doesn't work, Amazon is polluting enough as it is

Start ThrottleStop, then reset the BD PROCHOT box on the main display. This method is typical for Dell laptops. Share any images if issues persist. Adjust SpeedStep to off in the BIOS.
This appears to be a helpful response. Throttlestop has been purchased. Expect further updates soon.
You can incorporate ThrottleStop into the Windows startup process via the Task Scheduler, but it won’t significantly reduce boot times. I only restart my machine every few weeks. Using sleep resume would prevent lengthy boot periods. A high-performance SSD would provide the best improvement. The real solution is swapping out the power adapter, battery, and motherboard—which would be time-consuming and costly. Let your friend know that long startup delays are just a small annoyance. At least this laptop now operates at its intended speed.
We already saw it saves its information in an inf file, which helps it remember things. This is the current solution. It has an SSD and enough storage, so it can run computers effectively. I’m lucky to have an account here so we could clarify what was happening. It seems he’ll need a different laptop eventually, but at least it’s functional right now. Keeping it on isn’t possible—it’s mainly for travel use. He already has a desktop (i5 12600, 32GB, GTX1660ti) and a WD Black SN750 if you’re interested. Thanks for your assistance; he now has some time to look for something better.
Navigate to the power settings in the control panel and choose ultra performance. If unavailable, opt for high performance and check if it resolves the issue. Often these problems stem from incorrect power profiles. My E6530 throttles on battery but not as much, thankfully my model has a 3720 quad core.
He managed to resolve the throttling issue by employing ThrottleStop to turn off BD PROCHOT. This is the recommended approach for addressing this frequent problem. If your E6530 encounters throttling, you typically can fix it using ThrottleStop. Begin a separate thread. Share some ThrottleStop screenshots and include a log file demonstrating CPU throttling events. The Latitude line has a strong track record of dealing with such challenges. Each year Dell introduced new throttling techniques. Generally, most throttling cases are resolved when ThrottleStop is properly configured.
