Which one stands out as the top choice among these options? Are all three coolers capable of reaching 5.0-5.3 GHz with an i7 7700k?

The D15 or the Phanteks are nearly indistinguishable, with only a slight difference that's hard to notice. I chose the Phanteks since they offer color options. Noctua coolers look bad, though.

No air cooler will be able to handle the 7700k at 5.0Ghz. For a bit more than these powerful air coolers, you might consider a Kraken X62 AIO liquid cooler which could perform slightly better when fully loaded.

The D15/D14 and Phanteks PH TC14PE stand out as top air coolers available.
Most 7700K chips reach 4.8Ghz, while 7700K chips can hit 5Ghz. Even slightly higher percentages can surpass 5Ghz. 5.3Ghz is rare. It's usually just a matter of luck to find a chip capable of 5Ghz or more. Overclocking isn't always assured.
