Attached image shows the process. I'm downloading MS SQL 2014 Express at about 2.3 MB/S during peak times, and simultaneously downloading the zip file at roughly 230 KB/s. As mentioned earlier, if I connect to a 4G hotspot on my desktop, the download speed of the zip file approaches 1.5-2 MB/s, which matches the 4G speed I experience at home.

I’m not sure what’s happening, but it seems like a quality-of-service setting might be active on this particular computer. You might want to look into the system settings or contact support for more details.

I suspect your ISP is directing data through some peers that are overloaded or experiencing problems. If you're located in Australia, the CDN might have limited sites or only serve content from US or EU regions. Microsoft likely has more resources and will provide files from Australian servers. From a dedicated server in Holland, I experience speeds above 11MB/s.
