Searching for a video converter that leverages AMD GPU for transcoding, encoding, and decoding. I'm currently using an RX6600 with an R5 3600 and haven't found any options that fully utilize the AMD GPU. I've tried Handbrake and Format Factory, but they rely more on the CPU. The main aim is to shrink video files from large sizes to 1080p at 30fps while keeping bitrates around 10MB. Any recommendations are appreciated.

Check how "utilize amd hardware properly" is being assessed. What specifications and performance needs define the ideal video converter? Which video converters have been tested before, and why did they not meet expectations?
