I am experiencing persistent frame rate drops in several games (Black Desert Online, Forza Horizon 4, Verdun) from a locked 60 frames per second to approximately 21-23 fps, regardless of graphics settings. The issue consistently occurs and appears hardware-related. My system includes an i5-6500 CPU, MSI Z170A PC Mate motherboard, RX 470 STRIX 4GB GPU with a partially functioning fan, a new mx500 250 GB SSD, a 1TB Seagate HDD, and 16GB of RAM. I have conducted extensive troubleshooting, including prime-95 stability tests (no errors), temperature monitoring (<50°C), drive health checks and firmware updates, driver updates, full scans for malware, Memtest86 memory testing, and Furmark benchmarking (scoring only 2500, significantly lower than the average 4000 for an RX 470). Despite these efforts, the frame rate drops remain. The system utilizes Norton, Malwarebytes, Steam, Discord, Afterburner, Synapse, and iCUE. Furmark is performing at only 63% of its potential. I am concerned about potential hardware limitations, particularly regarding my 450W PSU and the partially functioning RX 470 fan.

Did you reinstall Windows when you got the new motherboard? If not that's probably your issue

So, when I had built this computer, I flashed an ISO image on to a disk and sorta kinda installed it that way. I wasn't running a legit copy of Windows, but other than it occasionally bugging me to spend $100 on a product key, it was fine. Every since upgrading the motherboard, though, it's saying that I have Windows 10 home now. How would I go about reinstalling?
