Game creators aren’t prioritizing the linear upgrade in visual quality anymore since most obvious improvements are already made. It wouldn't be a major issue for the game to run smoothly on a medium-high GTX 1060 or RX 580, since most current titles work well on ultra settings with these cards.

Check the Steam Hardware Survey – only about three-quarters of users have a DirectX 12 compatible card, meaning roughly a quarter are using cards from around four years back or older, including some built-in options. Among those, just 5% run the GTX 1060, and just 1.1% have an RX 480 (some data is outdated or refers to the RX 580).

These cards support HD 7000+ and GTX 600+ generations. I'm also referring to DirectX 11 features like tessellation, not just new APIs.
