We can't foresee the future with certainty, but the 10400f doesn't support PCIe 4.0, so it won't be available no matter what motherboard you choose—unless you also upgrade the CPU. Gen 3 should remain unaffected for many years as long as you have a full x16 slot. That shouldn't influence your choice.
The primary reason to choose B560 instead of B460 is for memory overclocking, since B460 boards cannot handle speeds above DDR4-2666 for i3 and i5 components.
