I'm planning to design a new setup for myself, but I'm having difficulty choosing between gen 3 and 4. Upgrading my GPU to a mid-tier card later this year could be an option.

We can't foresee the future with certainty, but the 10400f doesn't support PCIe 4.0, so it won't be available no matter what motherboard you choose—unless you also upgrade the CPU. Gen 3 should remain unaffected for many years as long as you have a full x16 slot. That shouldn't influence your choice.

The primary reason to choose B560 instead of B460 is for memory overclocking, since B460 boards cannot handle speeds above DDR4-2666 for i3 and i5 components.
