I'm thinking about improving my 3600x to a 5800x3d. I have a 2070 super and probably plan to upgrade it too soon. My motherboard is an Asus Rog b450-f and I use a 650w silver PSU. Should I switch to the 5800x3d later and then go for a 4070/ti, or should I consider building a new PC? I like my current setup but know my board is aging and a 650w PSU isn't ideal.

Corsair Vengeance 650m Silver+, 3 years. Phanteks p400a. Parts cost a bit high in my area.
I don't think the 5800X3D becomes outdated for at least three years. It's a small upgrade that's still worthwhile. Particularly if it's on sale.
But as @Lutfij mentioned, I'd recommend getting a new power supply in addition to your GPU upgrade.
I was thinking about getting the 4070 because it uses less power than my 2070 super. I've also noticed some people using a 600w PSU with a 4070 and it works just fine. Should I really upgrade?
Its not just wattage when it comes to PSU. not even efficiency. there is more to it than just those figures. If you read any PSU review article, they would do a much better job explaining the why.
You would atleast need a Tier B psu. But Tier A recommended.
