I plan to purchase a Ryzen 1600 and wondered whether it's possible to push its speed beyond 3.9GHz using the built-in cooler or if an aftermarket solution would be necessary.

You're likely to reach the CPU limit before the temperature threshold, so for a reliable budget cooler, I suggest the Cryorig H5 Ultimate/Universal.

You're unlikely to reach the temperature threshold, as Ryzen CPUs aren't strong overclockers and 3.9Ghz is likely your maximum.
If you're thinking about getting a CPU cooler for extra peace of mind, go with the one Dan recommended.
