Notice no change in speed when switching SSDs. For 4K gaming, the graphics card plays a bigger role than the CPU. To identify bottlenecks, observe your CPU and graphics card activity during gameplay. If your CPU is at full capacity while the graphics card isn’t, upgrading the CPU might be worthwhile.

Because it could be a total waste of money and time. The i7 8700 can basically always max out a 3080 at those resolutions. Unless the OP is doing something more CPU or memory intensive, there's not much point in the upgrade

You can easily see how much your CPU is using while playing games by using built-in tools on your computer. For example, on Windows you can open Task Manager, go to the "Performance" tab, and it shows CPU usage in real time. On macOS, you can check Activity Monitor or the System Preferences menu. These apps let you monitor performance without needing any programming skills. If you're not sure, just open one of these utilities and watch the numbers while you play.
