You can run a Windows CD on your LG SP60 external reader. The computer supports USB 2.0 and USB 3.0 ports, so you should be able to install Windows 8.1 there.

I'm most comfortable using CDs since certain motherboards (including my own) can't use USB as a boot device in BIOS. CDs function reliably.

The most effective method remains using a CD, even with a bootable USB. CDs offer better compatibility, especially when using an OEM disc for installation.

Yes, it works better than USB. I've relied on external drives for years to install Windows, and USB installs are faster with a good stick. Discs remain more compatible overall, but as long as the BIOS recognizes the external drive via UEFI or at startup, it shouldn't cause issues.
