It really is the case. The processor is at full capacity, and the graphics card is capped at 40%. That’s a classic CPU limitation. Because of this, games that don’t heavily strain the CPU perform flawlessly.

Confirmed, the RAM is set to 7.5 gb, with just 8 available. Usage at 6.4gb still causes the CPU to peak, though it's lower than before.
