You're looking for a hypervisor or guest solution. For Windows 10/8.1/7 (not Pro), Enterprise, Edu, and Windows 2008+, consider Hyper-V on Windows 10/8.1 Home or Windows 7 Start/Home Basic/Premium using VirtualBox Linux. On macOS with X, use VirtualBox. For guests, Linux or FreeBSD are free options, and the Windows Server will be included in the guest with its license.
