When your GPU remains efficient and stable, using minimal power for long periods without stressing your CPU, upgrading isn't necessary just yet. The best time is when you're ready to make the change. For example, I upgraded my E3-1225 v2 to a Ryzen 3600.

Never considered it before! Appreciate the help. My GPU is roughly 70-100% based on load; it was limiting both CPU and RAM. I switched from 16GB to 32GB and fixed the problem. Thanks a ton!

Then there's no need to upgrade. If the GPU is sometimes not used 100%, you can enable ray tracing so it definitely will, or just use higher settings

If you're happy with the performance right now, there's no need. The 7800X3D would help with overall frame consistency, especially in WoW (not sure about the other two), but that's a lot of money if you don't need it.

It handles 60fps and shadowplay recording at 1440p effortlessly, and the CPU usage is minimal in those cases. Actually, I don’t experience any issues with this setup!

there are numerous situations like this... where the issue appears... usually I don’t get stuck in bottlenecks much, but I also don’t really think there’s value in keeping framerates above screen refresh rate constantly. It tends to make things less smooth since it forces a bottleneck or more than one. For instance, when playing OW at 165fps with locked settings, it works but the hardware gets very hot—fans spinning nonstop. It doesn’t really feel like it’s speeding up, even though 165fps is already quite fast; you’ll notice a clear improvement over 60fps.
