I recently fixed my first-gen iPad mini after a year of inactivity. Since then I haven’t updated it and it’s still running iOS 8.1. Many apps need iOS 9, so I’m worried about performance. My older iPhone 4s ran poorly—needs an external battery case for more than two hours and freezes often—but the iPad mini uses less power, has a faster CPU clock, and higher benchmark scores. It might be worth it if you’re planning to upgrade soon.

Unless your app requires iOS 9, IOS 10 is no longer available.

I understand, I was highlighting that even after updates, it doesn't provide the most recent version.

If you can jailbreak, it’s a minimum of an additional 20%. An update seems pointless—it doesn’t enhance anything. iPad should perform adequately on iOS 8 and higher.

I used the same iPad, and anything over 7 was really frustrating. It might be time to jailbreak now.
