Guys. I just got a computer from Staples. No, I didn't build it myself, so don't be upset about that.
Details:
I7-6700, R9 360, 2tb HDD, 8gb RAM.
From what I can see, the GPU is limiting the CPU performance. With AMD overdrive settings, I can try to overclock the GPU and R9 360. It's still a factory OEM card, so I'm not sure if I should go for it or not. Here are the settings I found:

At the Global overdrive setting. Raise the Power limit by 10% and adjust the GPU Clock until it becomes unstable, then return it to the last stable value.

Monitor temperatures closely; you can use Heaven/Valley Benchmark to verify stability.

if you're unsure or unfamiliar with overclocking, just leave it alone. i would use msi overclocker and simply increase the core frequency by 50Mhz.
