Sorry if this is a noob question.
I have a pc running Ryzen 5 1600, GTX 1060 3GB and 16GB 3000Mhz Ram.
When playing games, my GPU usage goes to over 90% but CPU usage never goes above 70%.
My question is that is it worth overclocking the CPU at this point? Will that make any difference if fps since CPU already has some headroom even without overclocking?

Because it functions, why mess around with it? If you're new, you might trigger issues ranging from instability to harm to your CPU. I recommend handling it only when it reaches its peak and you begin experiencing slowdowns, something unlikely with your existing graphics card.

Given that the CPU is never being pushed to its limit at its current speed, there would be nothing gained from overclocking it.
It appears your GPU is more of a limiting factor. I am assuming you're running 1920x1080.

I am playing games at 1920x1080 resolution and mainly enjoy Rainbow Six Siege, GTA V, Far Cry and other popular titles. I can run these on Ultra settings and usually achieve between 85 and 120 fps, except for GTA V where the frame rate drops to high 60s to low 70s.
I have previously overclocked Intel CPUs and successfully adjusted this Ryzen CPU to 3.95Ghz, but I was using the stock cooler which caused the CPU to run hot in the low 80s under load. After checking stability with Blender, Cinebench and other stress tests, it remained stable, so I restored the stock clocks.
I have since upgraded to a high-end CPU cooler with 200w TDP and added extra fans to my Meshify case.
The issue isn’t frame rate. I wanted to find out if increasing the Ryzen’s IPC through overclocking would provide a noticeable improvement.

Storage uses an NVME SSD from Samsung, the power supply is 500w with 80+ gold certification. The monitor is 144Hz at 1080p resolution. The motherboard is an Asus Prime B350 plus.
