It's tough to find GPUs these days, but a fresh GPU would offer better performance. I've noticed RTX 3060s, 3090s, and RX 6800/6900XT available quickly in Canada, even with a high-end CPU.

Nvidia NVENC remains superior for video capture. Quicksync excels in Premiere Pro's export speed, but you won't be editing if you're streaming. It merely extends processing time during export, which isn't a major concern when you don't need instant results.
