Additional Comments:
I prioritize quieter operation over loud fans. A relatively silent setup would be ideal. Most importantly, why are you upgrading?
My PC is nearly ten years old. I mainly play strategy games, with some shooters and RPGs. Baldur's Gate 3 is the main driver for this upgrade.
I've assembled my last three PCs without any issues. However, if spending $100-150 less saves time searching and assembling something new, I'm comfortable with a prebuilt unit.
Based on my previous builds, I rarely upgrade unless something fails. Usually it's just one component that stops working. I've also upgraded RAM, but future-proofing isn't my main goal.

You're aiming for a fresh setup, possibly an Ultra 1440p configuration. Are you comfortable with slightly lower quality settings? There seems to be no issue transferring your OS license to a new machine before—even with Windows 7, 8, 8.1 or 10—provided you used a valid key for those versions. With Windows 11 and the same licenses, it worked fine. Did you transfer the old machine along with the OS, or are you planning to keep it separate?

I suspect you might need to adjust your budget a bit, since good graphics cards are expensive right now. Prebuilt systems aren’t ideal unless you’re willing to handle potential problems. They tend to be overpriced and may not suit someone who wants to build from scratch. For those who can’t, or prefer not to, it makes sense.

Could you share the details of your current system? This will help us compare and see what parts we can reuse or upgrade.

My previous setup included the following components:

CPU:
Intel i5-4460 at 3.2 GHz
Motherboard:
ASRock H97 Anniversary ATX LGA1150
Memory:
G.Skill Ripjaws X 8 GB (2 x 4 GB) DDR3-1600 CL7
Storage
: Samsung 850 Evo 500 GB SSD
Video Card:
GeForce 1060 6GB (replaced Asus STRIX GeForce GTX 970 4 GB)
Case
: NZXT S340 ATX Mid Tower Case
PSU:
EVGA SuperNOVA GS 550 W 80+ Gold Certified

I plan to clean the HDD and pass the old PC on to family.
I previously thought this configuration was around $1000, but I’m unsure of its quality.

You didn't mention a graphics card, let alone one powerful enough for the request. LOL.

What kind of monitor are you intending to use with this setup? Or are you considering several monitors? It would be useful to understand the display's refresh rate and whether it requires G-sync, Freesync, or any other compatibility features.

This BenQ model offers a 27-inch IPS display with 2560 x 1440p resolution. It lacks G-Sync, Freesync, and runs at 60Hz. Upgrading might be feasible in six months, but it may not fit within my current budget for the PC.

I recommend considering the following case and PSU for @Why_Me's impressive build:
The case comes with pre-installed fans, features a front panel type C, and offers solid value for the price.
The PSU is tier A, with an ATX 3.0 rating and a 16-pin connection suitable for the 4070 or 7800 XT.
PCPartPicker Part List
Case:
Montech AIR 903 MAX ATX Mid Tower Case
($74.98 @ Amazon)
Power Supply:
Thermaltake Toughpower GF3 TT Premium 750 W 80+ Gold Certified Fully Modular ATX Power Supply
($89.99 @ Newegg)
Total:
$164.97
Shipping, taxes, and available discounts are included in the cost
