I own a non-max tomahawk, the USB connections stopped working when returning for the max version (better BIOS and that’s why), do you know if there are boards with similar voltage outputs as the tomahawk or better, and also JRGB headers? I’m planning some RGB upgrades later.

Compared to Tomahawk or Mortar, this VRM is significantly weaker, and the BIOS is basic. You’d likely end up with an MSI B450 Tomahawk MAX or Mortar MAX.

Most RGB-related features offer an alternative in JRCGB, which means it should work well for you.
