In short, I need access to my PlayStation Portal. It won’t connect because it’s blocked on the network. Visiting PlayStation.com fails even when I switch networks, though it works on my own WiFi. My Xfinity connection lets me use hotspots, but they’re too far for the Portal.

1) Using a LAN travel router to set up a private WiFi will still face the same blocking issue.
2) There are ways to connect your laptop to an Xfinity hotspot and then create another hotspot for the Portal, though setup can be tricky.

Windows doesn’t need any app to set up a hotspot on a Wi-Fi network. You can even do it using your phone, especially if you have an Android device! Apple’s situation isn’t clear.

It's worth noting that I found some details, though I believed it could only generate the hotspot from a local network connection.

If it's restricted by your modem, router, or Wi-Fi setup, a second router positioned behind another can't bypass the firewall on the first device—it only adds more restrictions. The "xfinitywifi" guest network operates under different firewall rules than your main network. You should contact the person managing your regular network and request permission to allow Playstation access.
