The main subject is the title, but the reason isn’t clear. You recently installed your PC and are having trouble connecting to your router over Ethernet, while it works fine on your phone using Wi-Fi. The device running Windows 10 is an Experia Box V8.

Can you check your ability to browse the web regularly? Is there a problem with the Ethernet card? The admin interface for the network gateway is located at http://192.168.2.254. Have you attempted to reset your browser cache and refresh the site?
