I redirected port 25565 for the Minecraft server successfully, but I still face connection issues. People keep getting timeout errors, and checking the port status online shows it's closed. Everyone seems to have tried adding rules for TCP and UDP, yet it doesn't work. My router is a UBEE model, and the forwarding happens via the gateway with advanced port forwarding enabled. I'm wondering if setting up a static IP would help. Any suggestions would be appreciated.

I trust the regional IP address associated with the server is the one connected to the device hosting it.

Yep, and every solution I watched or video on port forwarding I found a lot of people having the same problems, oh and I do not have a antivirus

Check if your ISP is causing you to be in a behind-the-catheter setup. Look for others using the same provider discussing comparable problems.
