Well, I would not have much to format right now XD my pc is on a wall and the router next to the door u would have to have a cable hanging and my wife is not very funny

Reduce the partition size on the storage device and add a new Windows installation nearby. Make sure there is enough available space.

My Wi-Fi is weak at 450 Mbps and only 80% upload speed. Ethernet is slower at 600 Mbps but also struggles with the 80% upload limit.

Do you possess an additional USB stick? Consider launching Ubuntu and performing iperf assessments.

The issue appears only on my PC. I've tested it on the laptop and iPhone XS, both showing 550 up and 550 down. On the desktop, it reaches the maximum 70-80 up and 600 down. It seems like the internal internet card is failing. This problem also occurs with cable connections.

Identify the WiFi adapter and router specifications, request ISP speed details, and gather wireless survey results using WiFi Analyzer. Capture screenshots of the ‘Networks’ and ‘Analyze’ pages for both 2.4GHz and 5GHz bands, noting your SSID.

@Another_Blood First of all, please remove the first screenshot link. It wasn't what was asked for and contains your WAN IP address. Secondly, you didn't post a screenshot of the 5GHz wireless analysis. Thirdly, your 2.4GHz radio should be changed to channel 1. There's neighborhood overlap in it's current state. Next, change your 5GHz radio from broadcasting on a DFS channel (channel 104). Some clients can't communicate over DFS channels very well. And why is your channel width for 5GHz at 20MHz?! After you run the survey on the 5GHz airspace, you should be able to increase the width.
