I just installed gigabit ethernet in my room using a long cable. Speed tests consistently show over 700mb per connection, both upload and download. When I attempt to download files larger than 10gb, the speed drops suddenly to zero, then fluctuates wildly. Previously, with a Wi-Fi extender that capped at 100mbit, the issue didn’t occur every time. I’ve tried resetting the router, clearing optimization files, cleaning the disk, rearranging the cable, and even testing different download regions on Steam—every suggestion helped. This problem isn’t limited to my current setup (I7-2600, 16gb DDR3, SATA SSD, GTX 1080 Ti, solid PSU). It also happened on my old laptop (I7-6700hq, 16gb DDR4, GTX 970). Please assist me—I’m really stressed.
I consistently face slow download speeds, usually around 5 to 6 megabytes per second on average.
Check how the drive is being used during downloads (viewable in Task Manager).

Approximately 20% during the download of a torrent (I'm currently downloading one), but it can drop significantly at times reaching 5–10%. Occasionally it spikes to 50–60% for a short period.
On Steam and Rockstar Launcher the speed begins around 20-30 MB/s, then falls to zero and restarts at 3-4 MB/s, reaching up to 15 MB/s before dropping again. During GTA V downloads it starts fast at 50-60 MB/s, then slows to 70 MB/s or more, followed by frequent drops to near zero every 10-15 seconds. On torrent it begins at 15 MB/s and gradually decreases to 4-5 MB/s averages after several minutes.
