they don't seem to support moving an online save between platforms, since it helps prevent issues where money gets lost or altered, especially on PC. I know how frustrating it is to change characters from a high level to a low one based on the device you use—my character stays high on Xbox while mine is lower on PC.

Before April 2017, moving data was possible, but after that, each platform operates independently. Rockstar no longer permits further transfers; you can only view trophy statuses, progress, and inline details via the Rockstar Social Club.
