In my home all the phone wires were removed and replaced with Ethernet cables, leaving unused ones at each end.

Powerline causes constant issues and needs replacement. Do you have coax in your space? MOCA works well when Ethernet isn’t an option. There might be a problem running Ethernet—simple fixes like a drill and a cable can help.
