You're asking if your patch panel setup matches what you think it should. It seems most of your RJ45s are connected for internet, while the rest are likely for POTS. You're considering different ways to expand your network using wall jacks and a switch, but you're concerned about cable limitations from your POTS panel.

It’s not perfect, but you can likely cut the wires close to the circuit board and then attach them with a punch-down tool to the Ethernet ports. This approach isn’t ideal since twisted pairs shouldn’t be exposed outside the insulation for more than half an inch to an inch. Cutting them too short might prevent them from reaching the Ethernet section. You could also use a 5-8 port switch and short patch cables to bring Ethernet into the jacks, which are available for 5-10 dollars on Amazon. Make sure to verify the wire order in the faceplates and match it accordingly.

yeah that's what my research has lead me to as well, probably not the solution I want to do since this is a rental, and I've never terminated ethernet cables before. Luckily it's just a studio apartment and of the 4 wall jacks there was just 1 I really wanted to use. That and move my NAS into this closet
